Job Summary
The IYF Project Director (PD) for Zambia will lead the development of IYF’s work in Zambia and the implementation of the Empowering Africa’s Young People’s Initiative (“EAYPI”), an HIV/AIDS peer education project. In addition to EAYPI, IYF also implements the School Attendance for Girls Program which provides comfort kits to young school girls. The PD is responsible for the continuing development and expansion of IYF’s work in Zambia and the timely and efficient implementation of EAYPI. His/her responsibilities include: (1) responsibility for the successful implementation of EAYPI in Zambia (2) representation of the interests of IYF and in particular EAYPI to external stakeholders including donors, local partners and other local collaborating agencies; (3) responsibility for all financial and fiduciary requirements of the office; and (4) day to day management and supervision of staff employed in the Zambia Field Office. The individual may also be assigned to provide technical assistance in his/her area of expertise in other countries.
Job Responsibilities
EAYPI Project Management
- Provide technical assistance and capacity building support to local partners.
- Assist local partners in the development of annual program activities, workplans and budgets.
- Monitor local partner program activities through site visits, program assessments, and regular Technical and Country Coordinating Committee meetings with local partners.
- Ensure all partner reports, both program and financial, are completed in a timely manner, responds to the required format, and is of acceptable quality.
- Represent IYF to the USAID mission on all EAYPI related matters.
- Ensure the quality, compliance, and timeliness of IYF Zambia program and financial reports due both to USAID and IYF Baltimore.
- Coordinate with the local partners to identify and build appropriate linkages with the Host government.
- Provide leadership and mentoring to local staff assigned to the project.
Office Management and Supervision
- Assume responsibility for treasury and cash management of the field office funds ensuring that adequate oversight and integrity of controls are maintained.
- Provide day-to-day supervision of assigned staff.
- Implement and ensure compliance with IYF’s standard operating policies and procedures.
- Lead the field-based project staff to ensure effective collaboration, teamwork, responsiveness, and collegiality.
- Maintain functional office space, equipment purchases, vehicles and supplies.
- Facilitate visits from IYF-HQ staff, USAID visitors and others, as required.
- Maintain regular and timely communications with supervisor and other appropriate IYF-HQ staff.
Liaison/Coordination
- Represent IYF and its projects with current or potential donors, the government of Zambia, UN agencies, NGOs and other appropriate agencies, where needed.
- Participate in USAID mission COP quarterly and monthly meetings.
- Liaise with appropriate USAID personnel to identify other potential opportunities.
- Work with IYF-HQ to identify and create new business opportunities to expand and develop Zambian portfolio.
Personal and Professional Qualifications
- University Degree in health-related field (medicine, nursing, or public health), social work, education or other related field. Master’s Degree or equivalent preferred.
- At least 10 years of working experience with an international organization, of which at least 3 years should be in a senior management position.
- Experience in a supervisory capacity managing staff and budgets.
- Inclusive, collaborative and team oriented management style.
- Knowledge of USAID and PEPFAR guidelines.
- Fluency in English.
- Excellent written and oral communication skills.
- Knowledge of peer education programs including quality assurance, behavior change communications, monitoring and evaluation and a passion for working with youth.
- Excellent inter-personal skills and ability to trouble-shoot while managing the complexities of the partnerships at the country level.
- Solid understanding of the Zambian health and development context.
- Willingness and ability to travel in the country and internationally, as needed.
