The International Youth Foundation (IYF) in Baltimore, Maryland, is seeking a Manager for Budget Development for the Business Development department.

The Position
The Budget Development Manager will assist the Business Development Team in the preparation of complex cost proposals and budgets for all new programs developed for submission to public and private sector donors. (For complete job description go to the Jobs tab on IYF website http://www.iyfnet.org)
Primary duties include:
- Develop all cost applications, financial analysis, budget justifications, and negotiations with prime and sub-contractors for all new programs developed.
- Structure and complete comprehensive budgets for all new programs including all program costs, field office and headquarter operational costs, and sub-grantee/sub-contractor costs.
- Manage certifications and ensure regulation compliance for all U.S. government proposals.
- Negotiate budgets with all sub-grantees and/or sub-contractors. Work with Business Development staff on securing supporting documents including Teaming Agreements and Letters of Commitment.
Qualifications
- Bachelor’s degree in business administration or equivalent plus 3-5 years of related job experience.
- Demonstrated experience in project and budget management, financial analysis, budget development, cost proposals and contract negotiations.
- Familiarity with US government acquisition and assistance rules and regulations as they apply to non-governmental organizations, including but not limited to Federal Acquisition Regulations (FAR), code of Federal Regulations (CFR) and OMB Circulars.
- Excellent computer skills using MS Office Suite, and advanced Excel skills.
- Strong interpersonal, oral, and written communication skills. Fluency in a second language preferred.
